The two regulations and measures are Announcement No. 18, No. 20 and No. 21 respectively, which are both implemented on March 1, 2019

4. Municipal People's governments at or above the prefecture level shall organize the preparation of district heating plans, build and improve heating systems, implement centralized heating for heat users in qualified industrial parks, industrial parks and development zones, and gradually expand the coverage of heating pipes

Municipal People's governments above the prefecture level restrict the use of highly polluting boilers and kilns according to the needs of air pollution prevention and control

6. It is forbidden to install or use non dedicated biomass boilers. It is forbidden to install or use dual fuel or multi fuel biomass boilers that can burn coal and its products

biomass boilers should use processed woody plants or herbs as fuel, prohibit doping and adding other substances that produce toxic and harmful smoke and odor after combustion, and be equipped with efficient dust removal facilities, and install automatic monitoring or monitoring equipment in accordance with relevant national and provincial regulations

7. The competent department of ecological environment of the provincial people's Government shall, together with the competent department of standardization, formulate the limit standards for the content of volatile organic compounds in products, clarify the content of volatile organic compounds, and publish them to the public

if raw materials and products containing volatile organic compounds are produced, sold and used in this province, the content of volatile organic compounds shall meet the limit standards specified in this province. For products with high volatile organic content, the volatile organic content shall be indicated in the package or description

8. The competent department of ecological environment of the provincial people's Government shall, together with the competent departments of standardization, formulate the emission standards and technical specifications of volatile organic compounds in key industries of the province

enterprises, institutions and other producers and operators shall formulate operating procedures and organize production management in accordance with the provisions of volatile organic compounds emission standards and technical specifications

9. Advanced and feasible technologies for pollution prevention and control shall be used in the construction of new, reconstruction and expansion projects that discharge volatile organic compounds

the following production and service activities that produce waste gas containing volatile organic compounds should give priority to the use of raw materials with low volatile organic content and low emission environmental protection processes. (III) production of coatings, inks, adhesives, pesticides and other volatile organic compounds as raw materials

(IV) production activities using products containing volatile organic compounds, such as painting, printing, bonding, industrial cleaning, etc

(V) other production and service activities that produce volatile organic compounds

10. Industrial coating enterprises shall use coatings with low volatile organic matter content, establish accounts, truthfully record the use, waste, destination and volatile organic matter content of production raw materials and auxiliary materials, and report to the competent department of ecological environment of the people's government at or above the county level. The retention period of the account shall not be less than three years

other industrial enterprises that produce volatile organic compounds shall, in accordance with the relevant national and provincial regulations, establish accounts and truthfully report the use of raw and auxiliary materials to the competent department of ecological environment of the people's government at or above the county level. The retention period of the account shall not be less than three years

11. People's governments at or above the county level shall, according to the early warning level of heavily polluted weather, start the emergency plan in time and take corresponding response measures according to the emergency needs:

(1) order relevant enterprises to stop production or limit production

(II) restrict the driving of some motor vehicles and the use of non road mobile machinery

(III) stop the construction of earthwork and building demolition at the construction site, and stop or restrict other construction operations that produce dust

(4) no fireworks, no biomass, no garbage burning in the open air and no barbecue in the open air

(VIII) other emergency response measures stipulated by the people's government at or above the county level

what punishment will be imposed on enterprises that violate relevant regulations

1. Those who, in violation of the provisions of the first paragraph of Article 16 of these regulations, build or expand high polluting industrial projects listed in the list, use high polluting process equipment listed in the elimination list, or transfer the eliminated high polluting process equipment to others for use, shall be ordered to make corrections by the competent Department of development and reform and the competent department of industry and information technology of the people's government at or above the county level in accordance with the division of functions and powers, and their illegal gains shall be confiscated, And impose a fine of not less than one time but not more than three times the value of the goods; If it refuses to make corrections, it shall be reported to the people's government with the power of approval and ordered to suspend business or close down

2. If, in violation of the provisions of Article 19 of these regulations, the emission concentration of key air pollutants fails to meet the ultra-low emission requirements as required, the competent department of ecological environment of the people's government at or above the county level shall order correction or restrict production, suspend production for rectification, and impose a fine of not less than 100000 but not more than onemillion; If the circumstances are serious, it shall be reported to the people's government with the power of approval and ordered to suspend business

3. In violation of the provisions of the second paragraph of Article 20 of these regulations, the construction or expansion of decentralized heating boilers burning coal, heavy oil, residual oil, biomass, etc. within the coverage of central heating pipes, or the dismantlement of completed heating boilers that cannot meet the discharge standards in accordance with the provisions, the competent department of ecological environment of the people's government at or above the county level shall organize the dismantlement of heating boilers and impose a fine of not less than 100000 but not more than 200000

4. Article 21 of these Regulations stipulates that those who install boilers and other combustion equipment that are officially eliminated, forcibly scrapped, and prohibited from manufacturing and use by the state and the province, or install highly polluting boilers and kilns that are restricted by the Municipal People's government at or above the prefecture level, shall be ordered to make corrections by the competent market supervision and management department and the competent Ecological Environment Department of the people's government at or above the county level, their illegal income shall be confiscated, and a fine of not less than 20000 but not more than 200000 shall be imposed

5. Those who, in violation of the provisions of the first paragraph of Article 22 of these regulations, install or use non dedicated biomass boilers or install or use dual fuel or multi fuel biomass boilers that can burn coal and its products shall be ordered to make corrections by the competent department of market supervision and administration and the competent department of ecological environment of the people's government at or above the county level, have their illegal income confiscated and be fined not less than 20000 but not more than 200000

anyone who, in violation of the provisions of the second paragraph of Article 22 of these regulations, uses unprocessed woody plants or herbaceous plants as fuel, or adulterates biomass fuel with other substances that produce toxic and harmful soot and malodorous gases after combustion, shall be ordered to make corrections and fined not less than 10000 but not more than 20000 by the competent department of municipal supervision and administration of the people's government at or above the county level

in violation of the second paragraph of Article 22 of these regulations, biomass boilers are not equipped with efficient dust removal facilities, and automatic monitoring or monitoring equipment is not installed in accordance with the relevant national and provincial regulations, the competent department of ecological environment of the people's government at or above the county level shall order correction and impose a fine of not less than 20000 but not more than 200000; Those who refuse to make corrections shall be ordered to stop production for rectification

6. Those who, in violation of the provisions of the second paragraph of Article 24 of these regulations, produce and sell raw materials and products that exceed the limit of volatile organic compounds in this province will appear to be garbled after being modified by the people at or above the county level. The competent market supervision and Administration Department of the government shall order them to make corrections, confiscate the raw materials, products and illegal income, and impose a fine of not less than one time but not more than three times the value of the goods

7. In violation of the provisions of the second paragraph of Article 25 of these regulations, enterprises, institutions and other producers and operators who fail to formulate operating procedures in accordance with the emission standards and technical specifications of volatile organic compounds, the competent Ecological Environment Department of the people's government at or above the county level shall order them to make corrections and impose a fine of 5000 yuan
